Is this just a cash strapped Obama reelection campaign lashing out to scare all of these overseas banks into contributing through their US affiliates?

You have to pay to play in the US as a major corporation.

You have to pay to play in the US as a major corporation.
Neither of these investigations came from the Obama Justice
Department. The Barclays investigation was done by the CFTC
(Commodities Futures Trading Commission) and the HSBC investigation
came from a Senate investigation. As usual, Eric Holder and the
administration are sitting on their hands.

A missed opportunity for them... maybe the admin has been too busy trying to bury the details (read : cover up) of operation fast and furious.
