I'm sorry to contradict but that's not quite true. Idleness is the underlying cause of the riots.
The suburbs of the big cities have been inundated with millions of euros of public money over the last decade (what the politicians called: la politique de la ville). So there isn't any real poverty there but there's a lot of illegal trafficking in arms and drugs, and some people are really quite rich there, contrary to the average French tax-payer who has to pay for all this lavishly spent public money.
