Even surrenders require signing a surrender document, so perhaps that's what he meant.

Two articles about Finland in the WSJ are showing trends in Europe:

Which says Finland's economy is lagging its neighbors that aren't on the EURO. This is only to be expected, unless Finland takes the lead as most productive, the money pump effect of the EURO will cause a relative decline in its economy due to money flows to the most productive EURO member.

Apparently the Finnish govt does not believe wishful thinking will cure the problems of the EURO,
