Dissatisfied with the rate at which he can massacre innocent women and children in their homes, the regime of Syria's president Bashar al-Assad is turning to a more cataclysmic weapon. A "barrel bomb" is an ordinary barrel packed with TNT, oil and chunks of steel.
Is it by cruelty or by lack of ammunition ?

Perhaps both. There's certainly no lack of cruelty involved.
