graph, is that investors are hitting the circuit breakers within
a few minutes of opening. The overall stock market circuit breaker
has been eliminated, but there are still strict stop limits
on individual stops -- 10% price change up or down.
So investors are hitting that limit very quickly, and then the market
is flat for the rest of the day.
So if there were no circuit breakers at all, then it's possible
that the index would have surged 10-20% in one day.
However, this surge has occurred on very thin volume.
