It's quite possible that President Obama will get the credit for universal health care. The current "Obamacare" plan is economically disastrous, and will not be implemented, as I've previously described. However, once the war ends, the health care issue will be revived. Universal health care will finally be possible, thanks to the new technology described in the last paragraph. The result may (or may not) be credited to Obama or his successor.
Well, western European health care systems were implemented just after WW2 (October 1945 for France where it's a constitutional mandate for the State to provide it) and they are far more efficient than the American one. So, it seems to me it's a question of political will and not about technology. More generally libertarianism is probably doomed under the next generational turning. We can suppose people will be less individualist and national solidarity (at least some sort of collective solidarity) will be more or less taken as a given. So the rule of law will probably be easier to gain with important consequences for market economies even if by our standards they will be characterized by dirigism.
However, would a nuclear world war be a return to 1945 or to Neanderthal ?

John, I think you are too optimistic. :-) These robots will be drones with machine guns, missiles, or bazookas and small robot tanks. None of these will be repurposable.

I don't think that's clear. The current crop of robots from iRobot
are very configurable, and it would possible to unbolt a machine gun
and replace it with an arm with some kind of grappler or wrench on the
end of it. I would think that even the military robots would be
configurable, and would even be designed for multiple uses, including
post-war recovery.

Perhaps. However, I think they will be either flying or very heavy, neither of which is going to be useful in my house. A flying thing big enough to carry a machine gun is just not going to be small enough to fly in my house without blowing everything all over the place. A small armored vehicle would destroy my tile floor. Still think you are too optimistic on this point. :-)

Now maybe the software for driving supply vehicles around the battlefield will be used to drive vehicles down the highways or on farms. Maybe even some of the supply vehicles. There will be advances driven by stuff developed for the war. But I don't think that much of the new drones or robot fighting vehicles will just be redeployed in the home environment.
