I recall in the Bubble that Broke the World, the US was referred to as a Shylock nation, because they wouldn't forgive the debts of France and Britain. Now they call Germany penny pinchers because they won't pick up a multitrillion dollar tab for baling out all the bankers in Europe along with all the failing governments. All a government is today is another banking operation that indirectly lends money to its citizenry. The banks went bust, including the treasuries of Greece, Ireland, Portugal and soon to be Spain, Italy and France along with many others.
