I really doubt there is any chance of Congress lifting import restrictions to China. This looks to me like one of those diplomatic "wish you well" speeches, that says if you'll do something impossible, I'll do something impossible. The restrictions they are referring to are those regarding materials that can be repurposed to advanced weapons technology, and modifying that just isn't going to happen.
